GI Bill Application Process for
Spokane Community College

First Step

What Chapter are You?
  • Chapter 30 (regular active duty - joined 7/1/85 to present
  • Chapter 32 (joined 1/1/77 to 6/30/85)
  • Chapter 35 (dependents) parent/spouse veteran 100% service-connected disabled or service-connected deceased
  • Chapter 1606 (guard/reserve) not deployed
  • Chapter 1607 (guard/reserve) deployed at least 90 consecutive days or more)
  • Chapter 31 (Vocational Rehabilitation) - see your Voc Rehab counselor for appropriate paperwork

Second Step

Decide on a specific program of study and officially apply to Spokane Community College.

Third Step

Download two basic forms (all chapters) according to the year you will be attending SCC.
 
  1. Veteran Reporting Form 2007-2008 (PDF) for 2007-2008 school year
    OR
    Veteran Reporting Form 2008-2009 (PDF) for 2008-2009 school year

    AND
     
  2. Veteran Student Information Authorization (PDF)

Fourth Step

Download forms according to new or returning status.

FIRST TIME APPLICANTS
  1. First time (new) applicants Ch 30, 32, 1606 and 1607:
    Download Form 22-1990 from www.va.gov/vaforms/. Bring in (preferred), fax or mail completed, downloaded Form 22-1990 and basic forms (above third step) with the following:
    • DD 214 (#4 long form showing discharge)
    • Education Kicker contract (if applies)
    • All receipts or LES Receipts for $600 buy up (if applies)
    • Chapter 1607: deployment orders (if available)
       
  2. First time applicants - Ch 35:
    Download Form 22-5490 from www.va.gov/vaforms/. Bring in (preferred), fax or mail completed, downloaded Form 22-5490 and basic forms (above third step) with a copy (if available) of your parent/spouse's VA disability paperwork establishing 100% status

RETURNING APPLICANTS
  1. Returning applicants (previously applied for GI Bill benefits and/or received benefits) - Ch 30, 32, 1606 and 1607:
    Download Form 22-1995 from www.va.gov/vaforms/. Bring in (preferred), fax, or mail completed, downloaded form 22-1995 and basic forms (above third step) with the following: DD 214 (#4 long form showing discharge)
     
  2. Returning applicants (previously applied for GI Bill benefits and/or received benefits) - Ch 35:
    Download Form 22-5495 from www.va.gov/vaforms/. Bring in (preferred), fax, or mail completed downloaded 22-5495 and basic forms (above third step).

Fifth Step

Download the Remedial Authorization Form (PDF) only if your ASSET or Compass test results indicate you need remedial classes (below 100 level). List all remedial classes required and take to your counselor for his/her signature. Please submit this completed form with your application package. (Remember, the VA will pay for a remedial class ONLY if you need it as per your test results and it is not a repeat.)

Final Step: Do Not Send Forms to VA

  1. Bring in completed forms to SCC Veterans Affairs Office (preferred)
     
    or
     
  2. Mail completed forms to:

          Spokane, WA 99217
     
    or
     
  3. Fax completed forms to:
          Veterans Affairs Office MS 2063
          (509) 533-8387

Once SCC processes your application, it is sent to the VA Regional Education Office in Muskogee, Oklahoma for processing. After it is received by the VA, original applications may take 45-75 days to process. Returning applications may take 4-5 weeks.
